Territorial management and development in the context of decentralization, the coordination and steering of development projects, the implementation of tools and indicators, the evaluation of regional policies and actions, the territorial development strategy with local inter-municipal cooperation and skills and competitiveness clusters, and partnership strategies between public and private organizations are all themes that all political and institutional stakeholders and businesses must address. Since 1988, ISEOR has organized an annual conference around a central theme: "Quality of the company and professionalism of consultants." It brings together consultants, experts, managers of companies and public and private organizations. The specific theme of this eighteenth edition of the 2005 conference proceedings is "The management of territorial development." These days provided an opportunity to address the central issue of the development of territorial management, which should contribute to facilitating the management of complexity. The territory appears to be an appropriate structure for managing transversality and competitiveness in a competitive context, both at the national and international levels. The territorial level appears to be the most relevant for organizing good quality interaction between stakeholders. It allows for regaining room for maneuver to develop innovative actions thanks to its capacity to manage synergies, to improve the image and attractiveness of a country, to develop employment through synergies between educational institutions, businesses and research centers, to increase the number of positive interactions between the different stakeholders on technological, organizational, marketing and management aspects. However, there are still many constraints and difficulties relating to the opening up of territories and the networking between political and economic actors. Many institutional, political and entrepreneurial stakeholders provide their testimonies on their experiences and professional practices. These include the Territorial Policies Directorate of the Rhône-Alpes Region, the Professional Training and Employment Organization (Le Forem) and the Western Hainaut Center for Quality (Belgium), the Rhône-Alpes Regional Express Transport Delegation, the Grenoble Business School, the Geography and Planning Research Center, the Jean Moulin Lyon 3 University, Enterprise Development and Territory, the Greater Lyon Urban Community, the General Council of Savoie, the General Confederation of Employers of Small and Medium-Sized Enterprises, the Rhône-Alpes Regional Chamber of Commerce and Industry, the Lyon Chamber of Commerce and Industry, the Morbihan Chamber of Commerce and Industry, the Rhône Chamber of Trades, the Clermont-Ferrand/Issoire Chamber of Commerce and Industry and the Clermont-Ferrand Business School. This book also examines the requirements of the consulting profession and the characteristics of the transfer of know-how in the field of socio-economic management engineering. The presentation of innovative cases of change approaches in companies or organizations makes it possible to illustrate the method of implementing socio-economic management created and developed by ISEOR and to evaluate the main results.
